Affordable Housing Program

OTWCAC is working in partnership with the MN Department of Corrections and other agencies to create affordable housing in West-Central MN for families at or below the 80% state median income.

Our homes are built with structural insulated panels which have proven to be more energy efficient, stronger, quieter and more moisture resistant than conventional stick framed homes.

Built by supervised minimum security inmates, our homes require minimum maintenance due to the use of vinyl siding and windows, steel doors, aluminum fascia and soffit, and air exchangers. All homes are inspected prior to sale and are in compliance with state and local building codes.

Through creative financing, OTWCAC has been able to provide these homes throughout communities in West-Central MN. More communities are added to our list every year. The first step to ownership is for the prospective home buyer to obtain a commitment letter from a lender stating the maximum amount of a first mortgage they qualify for. If the first mortgage does not cover the value of the home, then OTWCAC staff can direct the homeowner to other 0% financing resources. These 0% gap financing monies are not repaid until the first mortgage is satisfied or the home is sold.
